Begin by heating the vegetable oil in a skillet over medium heat. Once the oil is shimmering, add the diced potatoes. Cook the potatoes until they are tender, which should take about 10-15 minutes. Season them with salt and pepper to enhance their flavor.

In a separate pan, brown the ground beef over medium-high heat until it is fully cooked. Make sure to break the meat into small pieces as it cooks for even browning and a tremendous texture. After cooking, drain any excess fat to keep the filling from becoming too greasy.

Combine the cooked potatoes and ground beef in a large mixing bowl. Add the shredded cheese to the mixture while it is still warm, allowing the cheese to melt and create a creamy, cohesive filling. Stir until the cheese is completely melted and integrated into the potato and beef mixture.

Take a large tortilla and place a generous portion of the filling in the center. Carefully roll the tortilla up tightly, tucking in the ends as you go to create a secure burrito. Repeat this step with each tortilla until all the filling is used up.
