Preheat the oven to 350°F (175°C). Grease a 9×9-inch baking dish to prevent sticking and ensure easy removal.

In a medium-sized mixing bowl, combine the flour, rolled oats, brown sugar, baking soda, and salt. This mixture will form the base and should have a crumbly texture.

Stir in the melted butter until everything is well combined. The mixture should hold together when pressed, but it will still be crumbly.

Press half of this mixture into the bottom of the greased baking dish evenly. Make sure to pack it down so that it forms a solid base.

In another bowl, combine the chopped Butterfinger bars and sweetened condensed milk. The Butterfinger will add a tremendous crunch, and the sweetened condensed milk holds everything together beautifully.

Pour this creamy mixture over the crust in the baking dish, spreading it evenly to ensure every bite contains the delicious filling.

Crumble the remaining oat mixture on top of the Butterfinger layer. This forms a delightful topping that adds structure and flavor.

Bake for 25-30 minutes or until the top is golden brown and the kitchen is filled with a mouth-watering aroma.

Once out of the oven, sprinkle the warm bars with chocolate chips. The warmth from the bars will help the chocolate melt slightly, creating a heavenly topping.

Allow the bars to cool completely in the dish before cutting them into squares. This will help them set and makes it much easier to serve.
